Parents call on homeowners and councils to keep up to date with pool inspections

Grieving parents of drowned children have called for authorities to “lift their game” after Perth councils have been caught failing to conduct basic safety checks. The latest drowning statistics from Royal Life Saving Australia reveal the State had the highest drowning death toll in seven years, with 41 drownings in 2023-24 — an increase of 10 from the year prior. And new national data from the body reveals 197 children aged four years and under have drowned in the past decade. Nearly two-thirds of those deaths occurred in swimming pools or bathtubs. In WA, private pools must be inspected every four years. Inspectors look for unsecured gates, gaps in fences, and climbable objects near fences. However, a disturbing report from WA’s Building and Energy Department, published on Tuesday, revealed that 1645 pools across the state were overdue for inspection. And just four local governments accounted for nearly half of these. The City of Belmont had the worst rate of overdue inspections in Perth, at 26.5 per cent. It consequently had the highest total number of overdue inspections at 368. The high percentage was followed by Fremantle (6.1 per cent), South Perth (2.4 per cent), Cambridge (2.3 per cent) and Bassendean (2.1 per cent). Andrea Wakefield’s 15-month-old daughter Shelby lost her life in 2013 when she pulled open an unlatched door at a family member’s home before falling into their pool. Ms Wakefield, who now advocates for water safety, said it was difficult to understand why so many inspections were overdue. “As a mum who has lost a child, it’s hard to find the words,” she said. “It’s in the media, and Royal Life Saving has a presence at virtually every beach and sporting event, so it’s not like the importance of pool safety isn’t known.” Ms Wakefield said councils and homeowners were responsible for keeping their pool barriers in check. “I’m in the City of Stirling, and I have had four inspections in the last 11 years, which I’m happy about because it only takes half an hour, and it gives you that peace of mind,” she said. “What we may think is OK may not actually be compliant. “Pools are very enticing for kids, and I can’t stress enough to double-check everything.” Stephen Powell’s three-year-old son Isaac drowned after he squeezed through a gap in their neighbour’s fence while they were unpacking boxes. The family had purchased what was meant to be their forever home in Canning Vale less than a week before the tragedy unfolded not long after Christmas in 2022. The Powells sold and moved shortly after that. Mr Powell also called on homeowners with pools to ensure their fences were checked and serviced. “If they’re not onto it, then accidents can happen, and the consequences can be severe,” he said. “They might not have young kids themselves, but other kids can get into their backyards. “And if their pools are not up to standard or they’re being propped open, that can end in tragedy.” Mr Powell said councils should do more to keep inspections up to date, especially in the lead-up to summer. “They should really lift their game in that regard,” he said. Belmont chief executive officer John Christie said the City had faced challenges in recruiting a qualified inspector, which had delayed timelines. “To address this, we have recently engaged a company to assist with inspections. This additional support will allow us to clear the current backlog, and we aim to have inspections up to date by early next year,” Mr Christie said. RLSWA chief executive Peter Leaversuch said many councils faced challenges in inspecting pools on time due to limited resources, such as staff shortages, budget constraints, and competing priorities. Mr Leaversuch said this was especially challenging for regional shires, which had small populations over massive areas and where overdue inspection rates were as high as 100 per cent. He called on the Cook Government to increase funding and resources for training inspectors. RLSWA believes that more than 40 per cent of home pools develop faults within the four-year inspection cycle, largely due to wear and tear. “This means that more than 70,000 barriers may be non-compliant, posing a significant safety risk,” Mr Leaversuch said. Overall, the State has made significant progress, with the number of overdue inspections down from 2545 in 2018-19 to 1645 in the latest financial year. This has come despite the total number of pools growing by more than 16,000. The 0.9 per cent overdue inspection rate in 2023-2024 is actually the lowest WA has ever recorded. The number of councils that did not provide data dropped from 17 to five at that time — those five being the shires of Chapman Valley, Dowerin, Dundas, Plantagenet, and Quairading. Building Commissioner Saj Abdoolakhan said there was no substitute for active adult supervision around pools, but safety barriers were an important back-up measure. “Inspections by local governments are vital to help ensure these barriers remain compliant,” Mr Abdoolakhan said. “While our report shows most local governments are putting in a solid effort, there remains room for improvement for a minority. “I hope our monitoring encourages those poorly performing local governments to improve their efforts.”
