Alcoa's $1.1b bill to rehabilitate South West mines and manufacturing plants revealed

The price tag to rehabilitate Alcoa of Australia’s mines, manufacturing plants and residue sites has surpassed $1.1 billion amid a hot debate about the company’s remediation program. The West Australian can reveal the fresh cost estimate after an annual filing with the corporate regulator for the year to December 2023. The projection has lifted more than $200 million on the prior year. Alcoa is the State’s biggest alumina exporter but the business hit choppy seas last year after revelations of environmental problems at its South West mines. The regulator stepped in to scrutinise mining plans amid concerns operations could impact drinking water. About $100m is to be spent this year on rehabilitation and similar work, the report shows. A portion will also need to be paid when Alcoa switches off mining and manufacturing in the State, expected to be in 2045 at the earliest. The bill will cover the mines, three refineries, residue storage and a smelter in Victoria. The whopping number adds to a growing rehab bill for mining in State’s South West region. The West Australian has previously reported estimates for remedial work at Collie’s coal mines — which cover less area but are much deeper — range wildly between just $50 million and $1b. A spokesman for Alcoa said bauxite was found close to the surface and mining took place “in shallow pits with a moving footprint”. He said the company rehabilitated as it goes. “Since operations commenced in 1963, about 75 per cent of the land cleared for mining has been rehabilitated and is at various stages of development,” the spokesman said. It was reported last year that the land is yet to be fully restored, however. WA Forest Alliance acting director Jess Boyce told The West Australian on Friday that “not a single parcel of land has been officially accepted by the government as (fully) rehabilitated”. She said the operational footprint was “huge”. Work to mend the environment near the mines would be challenged by a drying climate and significant water needs, which Ms Boyce warned would have a potential flow-on effect in other parts of the forest. Alcoa has been touting its rehab credentials in recent weeks, with vice president operations Tanya Simmonds saying the company was a leader in the field. She said the business had scientists working to return a self-sustaining forest at the sites. When asked if the State Government had any concern about the size of the bill and was satisfied with the rehabilitation work, a government spokesman said it “expects Alcoa to comply with its environmental and rehabilitation requirements”. Alcoa of Australia is owned by US-based Alcoa and ASX-listed Alumina Limited, which are undertaking a merger. The company posted a $240 million profit for 2023, down almost three quarters from the prior year. That came as revenue fell 10 per cent to be $4.8 billion. In January, The West Australian revealed the company’s Kwinana refinery would be shut with as many as 1100 jobs on the line. The closure followed moves by a new boss at the American parent, Bill Oplinger, who rapidly moved to slash costs.
